For Capitol Hill Guests: This event is designed to fall under the Gift Rule Exception for "Widely Attended" Events. (House Rule 25, clause 5(a)(4)(A)).

For Administration Guests: Pursuant to the President’s January 21, 2009 Executive Order – “Ethics Commitments by Executive Branch Personnel” and USC 1603(a) of title 2, the Homeland Security & Defense Business Council is not registered as a lobbyist and does not employ a registered lobbyist.
If you are subject to the provisions of the appointee ethics pledge please see below.

*Though the Homeland Security & Defense Business Council is not a registered entity under the LDA, and its provisions do not directly apply, we recognize that you may be subject to the provisions of the appointee ethics pledge contained in Executive Order 13490, which limits your ability to accept gifts and invitations from entities registered under the Lobbying Disclosure Act. Additionally, because the pledge does not recognize the exception of widely-attended gatherings such as this, we understand that you may not be able to accept the meal offered to participants at this dinner without providing reimbursement at the fair market value. Despite this inconvenience, we hope that you will nonetheless consider attending, and we would be happy to work with you (and your designated agency ethics officer) to ensure that your participation in this event is consistent with all applicable rules.
